Funding

The majority of ILC's funding comes from managed care organizations in La Crosse County, such as Inclusa. ILC also accepts private pay members. A separate contract is developed and reviewed annually for each member, which allocates the monthly funding amount for that member. Each member’s funding is based on the level of cares provided by ILC staff, as well as the member’s functioning level. Based on the annually negotiated contracts, ILC receives funding for each member on a monthly basis.

There are a total of seven “programs” at ILC – six licensed Adult Family Homes and a community supported living program. ILC’s funding is allocated by program; for instance, the monthly funding for the members living at an AFH program is placed in that AFH's account. The funding is then used to cover each program's expenses.

 AFH expenses include:

  • Monthly bills, such as electric, heat, cable, telephone, and water

  • Room & board for each client

  • Groceries, cleaning supplies, and personal protective equipment

  • Home maintenance, such as minor home repairs, furniture, landscaping, and remodeling

  • Agency vehicle maintenance, gas, and repairs

  • Employee payroll, benefits administration, and training

  • Administrative expenses, such as office supplies and administrative employee wages (i.e. HR Director, Accountant)

Community supported living expenses include:

  • Recreational room activity supplies, such as arts and crafts, board games, video games, etc.

  • Cleaning supplies and personal protective equipment

  • Agency vehicle maintenance, gas, and repairs

  • Employee payroll, benefits administration, and training

  • Administrative expenses, such as office supplies and administrative employee wages

ILC is a for-profit company, and as such may earn a 10% profit per year. In other words, at least 90% of our funding must be spent on the above listed expenses. Any unspent funding may have to be returned, and the upcoming year’s funding amounts may be decreased.
